China’s top cyberspace regulator on Saturday issued a sweeping set of draft rules for cybersecurity reviews over domestic internet companies that seek overseas listings. The new threshold dictates that businesses holding information of more than a million users in China must undergo a regulatory review before applying for an overseas IPO.

Analysts speculate the new regulation is to impact all digital firms, internet-based platform businesses in particular

Following a week of regulatory moves imposed on internet platforms, including ride-hailing giant Didi Chuxing, the draft rules released by the Cyberspace Administration of China (CAC) marks another crucial step in China’s broad efforts to ensure data security amid growing risks from the US as it continues to crack down on Chinese firms.

Among the draft rules, the strictest is the requirement for all internet product and services providers that collect data of more than a million users must file for a cyber-security review and approval before seeking an overseas IPO.

“In the Chinese market, there are countless internet platforms that have stored information of over 10 million or even 100 million users. The threshold of a million users, as clarified by the new rules, means almost all platforms operating in China which aspire to sell shares abroad need to go through a cybersecurity review,” Liu Dingding, a Beijing-based internet sector analyst, told the Global Times on Saturday.

“This is in line with the basic principles of safeguarding national information security. There is no room for compromise,” Liu said.

The draft rules outlined specific steps and materials for a cybersecurity review, including an analysis on national security by the company and all procurement documents, current or future agreements as well as IPO materials prepared to be submitted.

Regulators will focus on scrutiny of the risks of key information infrastructure being illegally controlled, disrupted or undermined, the risk of core data or mass personal information being stolen, leaked, damaged or illegally used or exported.

In a very pointed move, the cybersecurity review will also focus on the risk of core information infrastructure, data and massive personal information being “influenced, controlled or maliciously used” by foreign governments.

The draft rules on Saturday as well as the recent policy tightening come as the US government has doubled down on its crackdown on Chinese companies listed in the US. The US requires audit inspections on Chinese firms, which would expose operational data from Chinese businesses.

“It is very timely to set up such a threshold at this moment,” Dong Shaopeng, an advisor for the China Securities Regulatory Commission, told the Global Times on Saturday, noting that the rules make protecting users’ data and ensuring China’s information security a “premise” for Chinese companies seeking overseas IPOs.

The CAC is seeking public comments on the draft rules through July 25 and it was not immediately clear when the draft rules will come into effect.

Another crucial part of the draft rules is a move to establish a high-level inter-agency mechanism for cybersecurity reviews, which will involve more than 10 government departments, including the CAC, the Ministry of Public Security and the State Administration for Market Regulation.

The draft rules followed a series of regulatory actions taken against internet firms over cybersecurity protection as well as monopolistic practices by China-based internet platform companies.

Most notable among the actions is a cybersecurity review of Didi just days after it launched an IPO in the US. The regulators ordered app stores to remove Didi over “serious violations of the law and regulation” in its collection and use of personal information. Then on Friday, the CAC ordered the removal of 25 more Did-related apps due to illegal use of personal information.

The CAC has also launched cybersecurity reviews on several US-listed companies, including job recruiting platform Boss Zhipin and Full Truck Alliance. Meanwhile, regulators have also stepped up crackdown on monopolistic practices by internet firms, issuing fines this week to several companies affiliated to Didi, Alibaba and Tencent.

Dong said that the awareness of protecting data security was not sufficient when many Chinese firms got listed in the US in the past, but given the rising risks, the move “is in line with the country’s national interest to strengthen related laws and regulations.”

Meanwhile, the British government has joined its Western allies in meddling in Hong Kong and Xinjiang affairs. This complex attitude of the UK in dealing with China reflected UK is carefully balancing its trade-centered relations with China and the influence of politics and ideology of the US-led Western group.

Chinese Premier Li Keqiang held a video conference with business representatives from the UK on Tuesday, and they discussed a wide range of issues including bilateral relationship, pragmatic economic cooperation, measures to improve the business environment and counter the impact of the COVID-19 pandemic. It marks the first formal business communication between the two countries in the absence of high-level diplomatic dialogue this year.

Britain needs a close cooperation with China to offset the impact of its withdrawal from the EU and elevate its global influence.

Although London is likely to continue following the political steps of the US government to make things difficult for China in order to achieve its diplomatic goal, relations between China and the UK could move toward a balance, observers predict, noting positive development of China-UK relations would offer an insight for the EU to handle its relations with China.

At 10:30am, I went to Well Fargo Bank to make a deposit for my wife. After that I inquired about setting up a checking account. The teller has explained to me various options. I picked one and said I want to open the checking account now. The teller told me I could not do that because I need to make an advance appointment to set up new accounts.

At 1:30pm, I went to Costco to fixed my tire with a nail that I made an appointment online 2 days ago. I showed up at 12:45pm for my 1:30pm appointment. The customer service representative said I am too early, they will not work on my car until 1:30pm even if they have nothing to do. Upon double checking on his computer, he said my appointment was 2:00pm and not 1:30pm. I show him the email confirmation from Costco clearly said 1:30pm. He said the online booking not reliable and he can only reply on their branch system. In other words my confirmation no good. I further asked since I got free rotation tires service, would they mind to rotate my tires. He said no, I need to come back with another tire rotation appointment. At this time I heard someone laughing. I look back and an older gentleman said he had waiting for 3 hours with appointment to rotate his tires. He said he won’t come back. Maybe the free tires rotation just a gimmick by Costco. The long wait is intentional so you will not come back to ask for free service.

How the US seeks to develop and enhance its competitiveness is its own business, and the US should not see China as an imaginary enemy, Chinese Foreign Ministry said on Tuesday, urging lawmakers in the US to abandon the Cold-War mentality and zero-sum game mindset, and stop political manipulation on China-related issues.

The remarks come as the US Senate voted 68-32 on June 8 to approve a sweeping package of legislation intended to boost the country’s ability to compete with Chinese technology, according to a Reuters report.

The bill has a number of China-related provisions including prohibiting the social media app TikTok from being downloaded on government devices, and blocking the purchase of drones manufactured and sold by companies backed by the Chinese government. It would also allow “diplomats and Taiwanese military” to display their flag and wear their uniforms while in the United States on official businesses, said the report.

The bill disregards facts, exaggerates strategic competition with China, attacks China’s development path and domestic and foreign policies, and aims to interfer in China’s internal affairs on issues involving China’s sovereignty and territorial integrity, and harms China’s interests, Wang noted.

China firmly opposes this and will firmly defend its own interests, said the official.

July 9, 2021 — This Sunday, CODEPINK, Pivot to Peace, RootsAction, World Beyond War, and local constituent activists will march to the residence of Speaker of the House Nancy Pelosi in San Francisco’s Pacific Heights neighborhood to deliver a CODEPINK petition demanding that she block a vote on Gregory Meeks’ H.R. 3524, also known as the EAGLE Act. The petition urges Speaker Pelosi to block a vote on the bill unless its military funding for the Asia-Pacific region and antagonistic rhetoric toward China are removed.

H.R. 3524 would not only commit over $200 million to the U.S.’s military buildup in the Asia-Pacific region, it would also disrupt established U.S. foreign policy norms such as the One-China Policy. Furthermore, the bill’s rhetoric demonizes China, and this scapegoating emboldens racist agitators and further endangers Asian and Asian American people.

As the letter states, H.R. 3524 “provokes conflict and begins the buildup for a protracted war over Taiwan by encouraging Taiwan and other U.S. allies in the region to heavily invest in weapons and munitions ‘to meet contingency requirements and avoid the need for accessing United States stocks in wartime.’ These buildups cannot reasonably be called deterrence while this bill also agitates existing agreements for peace like the One-China Policy.”

It goes on to state that the “consistent anti-China rhetoric that is repeated again and again throughout the bill and in promotion of the bill…paves the way for more dangerous, and potentially deadly, scapegoating of not just China’s politicians and leaders but all Chinese and Chinese-perceived people, including other Asian and Asian American communities. We have already seen coast-to-coast violence against Asian communities in the U.S. in part because of this kind of political rhetoric; this is a continuation of the political rhetoric the Trump administration began.”

The US military left Bagram Airfield – its key base in Afghanistan – at 3 am on July 2 without notifying the Afghans, according to the BBC News on Wednesday. The Afghan military found out hours later. This quiet withdrawal has irritated Afghanistan, and an anonymous senior official said, “People are saying: ‘The Americans didn’t ask Afghans about coming here, and they didn’t consult Afghans about leaving.'” On social media platforms, there have been comparisons between Afghanistan’s current situation and that in South Vietnam in 1975: the US withdrew in a hurry from both countries.

In January 1973, the US hastily withdrew its combat forces from Vietnam, ending direct US military involvement in the Vietnam War.
