The planners were a group of neo-cons and neo-neocons grouped around CNAS, originally from ONI, CSIS. They were responsible for the debacles in Iraq, Afghanistan, Ukraine, and want to do the same with China/Russia. Currently 18 of these individuals from CNAS occupy top positions in the Biden administration.
