President Xi Jinping planning to attend the 25th anniversary of Hong Kong returned to China, police stepping up security 國家主席計劃訪港 歷來最強布防 萬警保駕護航 中央政府上周五通過任命李家超為香港特區第六任行政長官，七月一日就職。本刊得悉，由於今年是香港回歸祖國二十五周年的大日子，警方正密鑼緊鼓部署回歸慶典及第六屆特區政府就職的保安工作，近日更接獲最新指令，要以國家主席訪港的最高規格作準備。因此相信，習近平大有機會繼二○一七年後再次來港視察。知情人士透露，領兵逾三萬的警隊，將會作出歷來最強布防，以副處長（行動）任總指揮，動員逾萬警力，配合最新裝備，全方位執行保駕護航任務。警方國安處亦特別加強監控近年出現的本土恐怖主義，並已採取連串調查及拘捕行動，更將以新策略推行全民反恐工作，防患於未然。本刊透過多個渠道得悉，中央的先遣人員將於本月底來港，而在本港第五波疫情爆發以來，一直採取閉環式運作的中聯辦、國安公署等中央駐港機構，亦已開始分階段解禁，批准部分人員外出，不排除正是為了國家領導人來港作仔細籌備。知情人士又指，習近平如落實下月底訪港，除了出席回歸慶典之外，或會親自為李家超率領的第六屆特區政府就職進行監誓。而為防疫情突然轉壞，當局設立了後備方案，各項典禮可以隨時轉換地點並以閉環式進行，確保所有出席人士安全。刊獲得消息，早在多個月前，警務處已決定成立一個特別督導委員會，主理香港回歸二十五周年的保安工作，並由副處長（行動）作總指揮。及至最近疫情轉趨穩定，加上接獲最新指令，要以國家主席訪港的最高規格作準備，委員會逐步落實各項安排，重中之重是在飛虎隊、反恐特勤隊、刑事情報科和有組織罪案及三合會調查科等王牌部門配合下，策劃歷來最強的布防，動員逾萬警力保駕護航。「初步預計，在六月開始，警隊會要求全體人員除特別事項外，全部取消休假，同時增加輔警當值時間，協助維持正常的警務工作。」知情人士說。至於相關保安措施，大部分會按照一七年回歸二十周年時，國家主席習近平來港的行程模式來部署，即是預計習近平與夫人彭麗媛在六月底到港，逗留三日兩夜，合共約五十小時，參與多項官方及民間活動。 灣仔會展廣布天眼據悉，在灣仔會展及君悅酒店一帶，近期大增了天眼鏡頭，加強監控該區域環境及對任何不尋常事與人的追蹤能力。臨近重要人物抵港時，更會提早最少一日，將該區多條道路封閉，以及派重兵駐守，並會出動全新的裝甲車壓陣，確保治安不會出亂。至於接送重要人物的行動，會由警方護送隊的鐵騎組成「五人箭」陣式開路，再由要員保護組車輛採取「菱形陣式」，作三百六十度無死角保護；而所有專車均配備防毒面罩、槍械、急救用品及多套通訊器材，應付突發需要。爆炸品處理課則會出動全頻無線電干擾車，偵測及干擾方圓二百五十米範圍內的可疑引爆信號，防範沿途有遙距爆炸品裝置。在各項活動舉行前，警方搜查隊均需要進行地毯式搜查，包括場地內外，以及附近一帶的渠口、花槽及電梯等設施，確保沒有暗藏任何可疑物品。由於預計重要人物入住灣仔君悅酒店的機會較大，警方會預先派員進駐，採取局部封鎖式保安行動。
