The white paper rebuilds the self-confidence of the system, Hong Kong’s democratic road is getting wider and wider 白皮書重塑制度自信 香港民主道路越走越寬 陳穎欣 文匯報 Jan 3 2022 溫故而知新，為了回顧和展望香港民主發展歷程，一國兩制研究中心於去年12月24日邀請香港智庫機構，就《「一國兩制」下香港的民主發展》白皮書內容進行了深入討論，有數百人出席，得到了社會各界的支持和稱讚。本次討論會不僅對第七屆立法會選舉的特色民主進行了總結提升，而且還能重塑制度自信和堅定走民主道路的決心，具有重大的意義。 從《「一國兩制」下香港的民主發展》白皮書中可以看到，英國殖民時期的香港沒有民主，只有屈辱，在殖民統治期間，英國屢次禁止在香港進行民主改革，直到殖民統治末期才急推「政制改革」，其實是別有用心。直到香港回歸祖國後，中央政府才開啓了香港民主的新紀元，如今在新選制下，第七屆立法會選舉在「愛國者治港」和公平公正的原則下，順利產生了90位議員，這些議員具有廣泛性和包容性，完全能代表廣大市民的切身利益，讓香港特色民主邁進新的階段。由此可見，中央政府才是香港特別行政區民主制度的設計者、創立者、維護者和推進者。 香港的民主不同於虛偽的「西式民主」，更真實和切合香港實際情況。眾所周知，「西式民主」是干涉他國內政、遏制別國發展、維護自身霸權的工具和武器。而香港民主與「美式民主」不同，它不僅符合國際標準、符合香港需要、符合國家國策，而且符合香港及國家的利益，在白皮書中，提及的香港民主發展必須遵循「一國兩制」方針和香港基本法，從本地實際出發，依法有序、循序漸進，第七屆立法會選舉就是最好的證明，香港民主發展從此走出了一條新的和正確的道路。民主本是全人類的共同價值，具有多樣性，西方國家沒有資格做「代言人」，更沒有權利對其他國家的民主發展指手畫腳。12月24日，國務院港澳事務辦公室發言人表示，美國等少數西方國家一再惺惺作態對香港民主發展「表示關切」，但其真實目的是用玩弄民主的手段來搞亂香港和遏制中國。 陽光總在風雨後。在堅決貫徹「一國兩制」方針和基本法的前提下，中央政府採取一系列標本兼治的舉措推動香港局勢實現了由亂到治的重大轉折，隨著如今良政善治新篇章的開啓，香港民主道路一定會越走越寬闊。
