China has vowed to further help African countries boost their vaccination drive, which Chinese observers said could significantly strengthen the continent’s immunological barrier against the COVID-19 pandemic and tackle serious global vaccine inequality. The emergence of the new variant Omicron, which was first detected in South Africa, once again highlights the dire consequences of vaccine inequality in developing countries, especially in Africa, where only 6 percent of its population have been fully vaccinated.
China is also expected to further step up its efforts to help African countries with vaccine production, meeting the continent’s core needs with cost-efficient methods for producing inactivated vaccines that are more suitable for these countries than the West’s high-priced and complicated mRNA vaccines, analysts said.

On Monday, more countries barred entry of foreigners as the WHO said Omicron is likely to spread internationally, bringing “severe consequences” in some areas. Japan said on Monday it would close its borders to foreigners from Tuesday. Two days ago, Israel announced a ban on entry of all foreigners, making it the first country to shut its borders, Reuters reported.
Omicron, first identified in South Africa, has been found in Australia, Belgium, Botswana, Britain, Canada, Denmark, France, Germany, China’s Hong Kong, Israel, Italy, the Netherlands and Scotland, Reuters said on Monday.
Chinese analysts said that new variant tends to emerge in regions with relatively poor epidemic response capabilities, making regions like Africa a weak link in the global COVID-19 battle, and improving vaccination rates is critical for the continent and the whole world to shake off COVID-19 as soon as possible.
On Sunday local time, Chinese State Councilor and Foreign Minister Wang Yi said while meeting with the Senegalese Foreign Minister Aissata Tall Sall that China will continue to provide COVID-19 vaccines to Senegal and support its efforts to become West Africa’s vaccine production center. China is willing to work with Senegal in vaccine research and development, and virus detection, Wang said.
Observers said that the help provided by Chinese inactivated vaccine firms for Senegal to build West Africa’s vaccine production center will probably come in the form of offering vaccine concentrate, so that local factories can then inject and pack the vaccine on their production lines.
They said that with China’s help in both vaccine production and techniques for localizing vaccine manufacturing, Africa is expected to see its vaccination rates greatly improved and its immunological barrier against the pandemic strengthened.
China was the first country to provide vaccines to developing countries in need and the first country to cooperate with developing countries on vaccine production. In Africa, Egypt has become the first regional country to be able to produce vaccine with the help of Chinese vaccine producers, Xinhua News Agency reported.
Chinese vaccine manufacturer Sinopharm told the Global Times on Monday that the company has offered more than 100 million doses of COVID-19 vaccines to more than 40 African countries so far, and many African government leaders took the lead in receiving the Sinopharm vaccine.
Zimbabwe’s Victoria Falls started to inoculate its residents with the Sinopharm vaccine in March, and has become the first city in Zimbabwe to reach herd immunity through vaccinations, according to Sinopharm.
Some African scholars also welcomed and expected China’s vaccine aid to help the continent overcome the pandemic.
Adhere Cavince, a Kenyan scholar of international relations with a focus on China-Africa relations, told the Global Times on Monday that China has been a strong partner for the continent by sending large consignments of essential commodities needed in the fight against the pandemic.
“With a record vaccination rate at home and strong vaccine manufacturing capacity, China can help many African countries access COVID-19 vaccines. This is the only rational way out of the pandemic for Africa and the rest of the world,” he said.
Just five African countries, less than 10 percent of Africa’s 54 nations, are projected to hit the year-end target of fully vaccinating 40 percent of their citizens, the WHO said.
Zhuang Shilihe, a Guangzhou-based immunologist, told the Global Times on Monday that before scientists determine the protection rate of current vaccines against the new variant, vaccines are still the most effective way to shield people from the pandemic.
South Africa was the region where the Omicron variant was first detected, and India was where the Delta variant was first reported, indicating that new variants tend to emerge in regions with relatively weak pandemic response strategies and low vaccination rates, Jiang Chunlai, a professor from Jilin University’s School of Life Sciences, told the Global Times on Monday.
Experts said if the international community fails to help Africa improve vaccination rates, the rest of the world will become as vulnerable as Africa in facing new possible variants.
A Beijing-based immunologist told the Global Times on condition of anonymity that more dangerous variants could emerge if the virus mutates in countries with low vaccination rates.
Africa has fully vaccinated 77 million people, just 6 percent of its population. In comparison, over 70 percent of high-income countries have already vaccinated more than 40 percent of their populations, the WHO said on October 28.
WHO said in a link it sent to the Global Times on Monday that current vaccines remain effective against severe disease and death, and it’s vitally important that inequities in access to COVID-19 vaccines are urgently addressed to ensure that vulnerable groups everywhere receive their first and second doses, alongside equitable access to treatment and diagnostics.
Chinese analysts criticized US-led Western countries for hoarding vaccines that resulted in the emergence of the Omicron variant, saying it’s a lesson for developed countries and they should take immediate actions to help Africa.
More suitable for Africa
Amid China’s vaccine help for Africa, the US has also reinforced its rhetoric on helping African countries to produce vaccines locally.
US Secretary of State Antony Blinken wrapped up his African tour a few days ago, and stressed US’ efforts to help Senegal manufacture its own vaccines during his stay in the country.
Moderna said it will invest up to $500 million in a “state of the art facility” to produce mRNA vaccines in Africa, though the exact location has not been decided, the company said in October.
Chinese analysts said that for African countries, localizing production of COVID-19 vaccines was their core need, and although both China and the US offered help, it’s difficult for the US to promote its vaccine manufacturing techniques in Africa due to the high cost of its methods.
“On the contrary, China’s cost-effective manufacturing techniques are most suitable for Africa, and China would also help countries establish their own industrial systems,” Liu Haifang, executive director of the Beijing-based Center for African Studies and associate professor at the School of International Studies of Peking University, told the Global Times.
Inactivated vaccine techniques are more mature, and local factories could easily inject and pack the vaccine concentrate received from China, Jiang said.

Independent: Anti-racism campaigner and immigration caseworker sent ‘go home’ text messages by Home Office – UKBA left red faced after Suresh Grover and Bobby Chan receive texts telling them to leave the country
Less than two weeks since the Home Office anti-immigration vans were banned by the advertising watchdog for using “misleading” statistics, the UK Border Agency has come under fire for telling an anti-racism campaigner and an immigration adviser to leave the country in a text.
On behalf of UKBA, private contractor Capita sent leading campaigner Suresh Grover a text telling him he had no right to live here. The same text was sent to Bobby Chan, an Immigration Caseworker at Central London Community Law.
Mr Grover, who founded the anti-racism charity The Monitoring Group, has campaigned for justice for Stephen Lawrence, Zahid Mubarek and Victoria Climbie. He also runs race relations advice surgeries across London.
He told the Independent “ I was absolutely shocked and quite horrified to receive the text. I thought it wasn’t meant for me. I came here with my parents in 1966, I was born in East Africa and have always had a British passport.”
Mr Grover rang the number on the text and got through to Capita. They told him that he was indeed the right recipient of the text. Despite explaining he had lived in Britain for 50 years, the woman on the other end of the line pressed for more information.
“The more I talked to the woman the more angry I got,” Mr Grover said.
“She was asking for more personal information about me and was not telling me where she got my number. I’m not going to be giving them information I don’t think they deserve. I think it’s outrageous sending people random texts without knowing who they are sending them to. I was angry but i was also bemused, because of the work I do. But I think people who don’t work in this area may take them seriously and be worried they don’t have the right to live in the UK. It’s horrific.”
Mr Grover said he realised he wasn’t alone when talking to his acquaintance Bobby Chan, who had received the same message. Mr Chan is accredited immigration adviser at a central London law centre who has given evidence as an expert witness to the Home Affairs select committee.
Yet he received a text stating “Message from the UK Border Agency. You are required to leave the UK as you no longer have right to remain.”
Mr Chan told the Independent “I came here in 1973 so I was very surprised to receive this message and even found it quite funny. But if an elderly Chinese person received one of these messages they would get very worried. Capita told me I received the message because I put in an application to the Home Office recently but it must have been 30 years since I last put one in and I didn’t have a mobile then.
“These are the equivalent of ‘fishing raids’ and one of the reasons Chinatown is going on strike next Tuesday. These kind of practises stereotype immigrants as a criminal community and create an atmosphere of fear.
“We complained but the Home Office has still not provided us with adequate information as to how they award that contract to Capita, how much the company is paid to carry out these services and how the bonus structure works.
A Freedom of Information request submitted to the Home Office by Mr Grover and published by the Discover Society reveal that 39,100 individuals have been contacted in this way by text.
It appears Suresh is not alone in being wrongly contacted. So far the Home Office has received 103 complaints and Capita have received 95 complaints. Mr Grover and Mr Chan believe the number to be far higher.
Mr Chan said he is looking into making a formal complaint and finding out more information about these contracts.
Theresa May promised to look into cases of British citizens incorrectly told to leave the country in January after wrongful recipients became distressed at receiving the texts over the festive period.
Yet it appears this practise, carried out by Capita as part of a £40m government contract is still on-going. Additionally it has been reported that illegal immigrants who do leave the country are being text as they leave with a message wishing them “a pleasant journey.”
Social policy publication Discover Magazine reported on the case of a Croatian man who left two weeks after UKBA told him he no longer had leave to remain.
The not-for-profit writes that he found “the politeness of the British Immigration Officials that had questioned and scrutinized him was somehow the hardest thing to take.”
Capita said they are given the number in “regular data drops of information detailing applications with a negative outcome on the Home Office immigration database. This data includes contact details that were provided by applicants at the time of, or subsequent to, making an application.
“Where it is identified that Capita have contacted an individual in error, Capita and Home Office records are immediately updated and contact is ceased. Furthermore, if an error has been made at the triage stage of handling the case, this is fed back, any learning incorporated into training and where, applicable processes, are amended.
“There have also been a very small number of instances where the contact details on record of an individual actually relate to a different person and this has only transpired during the contact process e.g. where a mobile phone number has changed hands. In these circumstances it is the responsibility of the individual to inform the Home Office of their new contact details. This is stated on Home Office application forms.”
A revised statement given the Independent today read: “In order to assist the Home Office, we were asked to check two mobile phone numbers. We established that neither number received text messages or phone calls from Capita.
“The number of complaints received to-date about erroneous contact has been negligible. We do, of course, investigate all complaints thoroughly. “

The Global Times has learned that as the host country of the 2022 Beijing Winter Olympics, China never plans to invite US and Western politicians who hype the “boycott” topic to attend the Games and experts said that their so-called boycott is nothing but self-deception.
Recently, some politicians in the US and Western countries have been hyping the boycott of the Beijing Winter Olympic Games, citing what they called human rights concerns. However, in accordance with the Olympic rules, for politicians to attend the Games they must be invited by their own countries’ Olympic committees first and the final decision relies on the International Olympic Committee (IOC).
The Global Times has learned that as the host country, China has no plan to invite politicians who hype the “boycott” to attend the Beijing Games.
Given the stern situation of the COVID-19 pandemic globally, it is not proper to invite foreign guests on a large scale, which can be easily understood by people with common sense, analysts said.
Due to the COVID-19 pandemic, fewer world leaders attended the opening ceremony of the Tokyo Olympic Games, the lowest number on record for the recent Olympics, the Japan News reported.
China aims to present a “simple, safe and splendid” Olympic Games with athletes playing the main role. The success of the Beijing Games depends on the excellent performances of the athletes and the shining of the Olympic spirits. It has nothing to do with whether some anti-China politicians from the US or Western countries will attend, analysts said.
They noted that the Beijing Olympic Games may be more extraordinary without these politicians who have done no good but to politicize the Games. The US and some Western politicians’ politicization of the Olympics is what the international community should boycott.
Chinese Foreign Ministry spokesperson Zhao Lijian told a press conference on Friday that athletes and national committees’ eagerly signing up for the Beijing Winter Olympics is a sharp contrast to some US and Western politicians’ hyping of the “boycott.”
According to data from the Beijing Organizing Committee for the 2022 Olympic and Paralympic Winter Games, as of November 17 it had received more than 14,000 applications for registration from countries including the US, Australia and European nations, with 1,528 from the US Olympic Committee, Zhao told the press briefing.
China firmly believes that under the guidance of the Olympic spirit, more people will oppose politicization of the Olympics and firmly support the Beijing Winter Olympic Games. China will work with the IOC and every country to present a “safe, simple and splendid event,” Zhao said, noting that all political tactics that go against the Olympic spirit will die down and the Olympic flame that represents peace and love will burn in the National Stadium.
The IOC and Olympic committees from many countries as well as athletes are opposing the hyping of the “boycott” of the Beijing Games, saying this political stance hurts interests of the IOC, athletes and Olympic spirit.
Dick Pound, the longest serving member of the IOC, told CBC News Network’s Power & Politics in February that countries should resist calls to boycott the 2022 Beijing Winter Olympics because it does nothing but hurt athletes.

In May, Ian Urbina and a three-person team travelled to Libya, to investigate the country’s brutal migrant detention centers, including a collection of makeshift warehouses in Tripoli known as Al Mabani, where thousands of people have been held in deeply inhumane conditions. In a shocking new piece of reporting, published in partnership with the Outlaw Ocean Project, Urbina documents the horrors endured by these detainees, and the extent of European culpability in this cruel, deeply cynical, and largely unknown system.
Abuses identified at the roughly fifteen such prisons in the country include “detainees tortured with electric shocks, children raped by guards, families extorted for ransom, men and women sold into forced labor.” Urbina adds that “migrants in Al Mabani were beaten for whispering to one another, speaking in their native tongues, or laughing.”
The European Union has equipped and trained the Libyan Coast Guard, “a quasi-military organization linked to militias in the country, to patrol the Mediterranean, sabotaging humanitarian rescue operations and capturing migrants. The migrants are then detained indefinitely in a network of profit-making prisons run by the militias.”
“If the E.U. did not finance the Libyan Coast Guard and its assets, there would be no interception, and there would be no referral to these horrific detention centers,” a member of the European Parliament explains to Urbina. Libya’s former Minister of Justice is even more blunt: the plan by the E.U. was to “create a hellhole in Libya, with the idea of deterring people from heading to Europe.”
This story of systematic abuses is also the story of Aliou Candé, a twenty-eight-year-old migrant who left his family’s failing farm in Guinea-Bissau and ventured across North Africa, only to end up in Al Mabani. And it’s the story of Urbina’s own terrifying experience in Libya, where he and his colleagues were taken captive for six days and interrogated by men who claimed to be members of the country’s intelligence service. As Urbina writes, “The experience—deeply frightening but mercifully short—offered a glimpse into the world of indefinite detention in Libya.”
